Reduced Rates - Effective January 1, 2024

How do I know if my application was approved?

Application review can take up to 30 days.

Community Action will contact you based on the preferred contact method you select in your application. They may need to collect additional information from you to finalize the application process.

What happens after I am approved?

Community Action will notify your garbage and recycling company that you are eligible for the program. You will see the reduced rate applied to your next full billing cycle.

How long will my rates be reduced?

• You’ll receive a 75% reduction in the standard garbage and recycling rate for up to two years when residing at the same address.
  
  
• After two years, you may reapply. Community Action will notify you in writing that it is time to resubmit a program application and provide instructions.

Will my rate change?

Each spring, the City of Hillsboro conducts a garbage & recycling a rate review. The outcome of that review may result in a rate change. All customers receive notification of any changes in advance of going into effect. This webpage will be updated to reflect current rates. 

Do I need to reapply if I am moving?

Yes. If you have moved and still meet the eligibility criteria, you’ll need to reapply with your new address. Community Action will verify that your new location is in the City of Hillsboro. 

Can I apply the reduced to rates to a current or past-due bill or additional services? 

The reduced rate program does not apply to previous bill balances or additional services.

Place only these approved items in your recycling roll cart.

Paper and Cardboard:

• Cereal, granola bar and other snack boxes (flattened)
• Copier paper
• Corrugated cardboard
• Envelopes

Milk Jugs/Cartons and Drink Boxes:

Rinsed clean and dried. Do not include plastic straws.

Metal and Spray Cans:

• Clean scrap metal including foil, bolts and metal hangers, empty aerosol cans (remove cap)

Rigid Plastic Bottles & Containers:

The numbers indicated in triangles on boxes and containers refer to the item’s material and do not determine whether the item can go in mixed recycling.

Batteries

Place household alkaline batteries, button cell batteries, and lithium batteries in a 1-quart zip-sealed plastic bag on top of the glass in your red bin. Tape the ends on button cell and lithium batteries. See battery information below for more details. 

Beginning January 1, 2023, Hillsboro residents who do not share garbage and recycling service with other households can recycle common household batteries in the glass recycling bin for curbside pickup at no additional cost. 

You CAN Recycle

How to Recycle Batteries

• Place your batteries in a 1-quart zip-sealed plastic bag (limit one bag per pickup)
• Put the bag on top of the glass in your glass bin
• Batteries are collected on the same schedule as your glass recycling

For Residents in Multifamily Communities

Curbside battery recycling is not currently available for residents of multifamily communities or apartments that share garbage and recycling service.

In an effort to help businesses more effectively capture recyclable materials and divert them from landfill, the Hillsboro City Council passed the Business Recycling Requirements (BRR) ordinance in 2009. The BRR calls for businesses to meet three basic requirements: 

1. Recycle all paper, cardboard and containers (aluminum cans, plastic bottles and tubs, and glass bottles and jars).
2. Provide internal recycling receptacles throughout the workplace.
3. Post signs at collection areas that indicate which materials must be recycled.

The requirement is linked to the City business license. When a business signs the business license or renewal, they are agreeing to comply with the BRR.

Technical Assistance for Businesses

If you manage an apartment or multifamily community, your garbage company is required to provide service that meets or exceeds a minimum volume of service for garbage, recycling, and glass.

All containers must have labels that align with the color-coding below. By 2028, all containers must also be color-coded:

• Recycling: blue
• Glass: orange

City of Hillsboro is a member of the Washington County Cooperative Recycling Program, which includes Washington County and the cities of Banks, Cornelius, Durham, Forest Grove, King City, North Plains, Sherwood, Tigard, and Tualatin.  

The Cooperative Program provides waste reduction and recycling education and assistance for community members, apartment property managers and workplaces.

How do I compost? 

Place your food scraps in the container and as needed, simply empty the food scraps from your counter-top container into your yard debris container. The mixed yard debris and food scraps will be collected by your waste hauler and taken to the composting facility in North Plains.  

What if I don’t have yard debris service, do I still have to pay for it? 

Yes. Hillsboro’s garbage and recycling service is bundled, meaning customers pay for all of the curbside services together. Reducing the amount of garbage you produce is the main factor in reducing your overall garbage and recycling costs. 

Will my apartment/condo have compost service? 

Most apartments and condos will not have compost service initially. The City is working on a way to include these complexes in the future. Residents in these complexes will not see a rate increase. For smaller multi-family apartments and condos that have yard debris carts, composting will be available, and the additional charge will apply.  

What can go into the yard debris container? 

Won’t my yard debris cart get really gross? 

Will my cart attract pests, like rodents? 

Your yard debris bin is already designed to prevent this. If it is used properly, you should not have any issues with pests.  

During severe, inclement weather, your garbage and recycling collection service may be interrupted from its regular schedule. Inclement weather can include, but is not limited to, snow/ice events, extreme heat, or hazardous air quality days.

How do I know when my garbage and recycling will be picked up?

• Generally, if schools are closed, solid waste (garbage), recycling and yard debris collection service is likely to be interrupted.
• Contact your garbage/recycling hauler for up-to-date collection information in your area. If your service was interrupted due to weather, your collection will be made the following day.
• If adverse weather conditions persist (schools remain closed) for more than one day, customers whose collection service was missed will receive garbage service the following week on their regularly scheduled collection day. This means recycling/yard debris service will also be collected on your next regularly scheduled collection day. Reminder: Recycling/yard debris is collected every other week.

My garbage and recycling volumes have doubled since my regular pick-up was missed. What should I do with the extras? 

 Extra Garbage:

• You can set out up to twice the volume of your regular garbage and yard debris service following a collection interruption for no extra charge. If there is not enough room in your containers, place your garbage in a securely closed plastic bag next to your garbage can. 

Extra Recycling: 

• If you can’t store it, please prepare your recycling as you would for regular collection. Recyclable material that does not fit in containers (the container is full) can be set beside the container as long as it is properly prepared and set out on the scheduled pick-up day. Put extra recycling in a recyclable cardboard box, or reusable durable container and place it next to the recycle bin. Do not use plastic bags.

Extra Yard Debris/Compost

•  Put extra yard waste in a kraft bag and place next to your bin. Twigs and sticks up to 4’ long and 2” in diameter can be bundled with fiber twine. Place next to your garbage bin for the next scheduled yard debris collection day. You can set out up to twice the volume as your regular garbage service. 

Will I be charged for the extra bags I place at the curb?

• You can set out up to twice the volume of your regular garbage and yard debris service following a collection interruption for no extra charge. 

Will I receive a credit for the days my collection service was missed?

• No. Your garbage and recycling will still be collected so no credit will be issued by your hauler. We recognize it is inconvenient to have your collection delayed while waiting for the weather to clear and make it safe for the collection trucks to get back on the road. However, haulers usually incur extra costs to pick up garbage in the aftermath of a storm. Rather than issue a credit for missed days, then charging customers for the “extras” that are set out, haulers will pick up all the garbage and recycling that was missed at no additional charge to you.

Here are four solutions for getting rid of bulky items:

• Donate the item(s) to a nonprofit organization or give them to a friend.
• Pass it on by listing it on sites like freecycle.org or Craigslist.
• Use the What to recycle and where? tool to find out where you can take it to be recycled or disposed of. (Please note that fees may apply.)
• Call your garbage and recycling service provider to see if you can arrange for a special pickup. (A list of costs for oversized item collection is included in the City’s adopted rates)

Beginning in November each year, the City of Hillsboro starts its annual curbside street tree leaf pick-up program. The City's leaf program helps keep our streets clean and reduces flooding caused by leaves clogging the storm drains.

The City also provides a free leaf drop off at the Hillsboro Public Works Facility.
