Garbage Collection

The City does not provide garbage and recycling collection services.

Garbage and recycling services in Hillsboro are provided by six private, franchised waste collection companies (or waste haulers). The franchise system ensures that all City residents and businesses are charged the same rates for services, regardless of where they live or work. Hillsboro Municipal Code section 6.08 provides the franchise details.

Garbage & Recycling Rates

The Hillsboro City Council approves rates charged by the private garbage and recycling companies in the City of Hillsboro. Each company is required to charge the established rates in its service territory.

The City’s residential rates are generally for bundled services which include:

  • Garbage
  • Mixed recycling
  • Glass and battery recycling
  • Compost (yard debris and food scraps).

Rates vary based on the size of the garbage cart customers subscribe to, which allows customers to choose the container size that best fits their needs.

Income-qualified households may be eligible for a 75% discount on standard garbage & recycling collection rates through the City of Hillsboro & Community Action. The program can also help meet your needs with more affordable rates for larger container sizes.

Composting

Hillsboro community members with yard debris collection service can add food scraps to their yard debris roll cart. Residential curbside compost collection allows yard debris and any food scraps including bones, meat, dairy products and fruits and vegetable scraps to be included in the yard debris roll cart. Please do not add fluids, oils, or anything that is not food.
