The City of Hillsboro Utility Bill includes charges and fees for sanitary sewer, surface water management (SWM), transportation, and water services provided by the City and Clean Water Services. Customers residing in the designated South Hillsboro area are also charged a Community Service Fee for park development. The Utility Bill includes fixed and use charges.
Sewer, SWM and Water programs are considered enterprise systems meaning that they are run most like a private business and all fees and charges collected are used to operate and maintain the systems. They are fully self-supporting and do not receive financial support from any other City funds.
Clean Water Services (CWS) is the regional provider of sanitary sewer and surface water management (SWM), and the City partners with CWS to provide those services within Hillsboro. The City bills the sanitary sewer and SWM rates set by CWS’s Board and adopted by Hillsboro City Council. Currently, about 84% of the sanitary sewer fixed and use charges are remitted to CWS each month; the City retains about 16% for its operations.
