The Barney Reservoir Joint Ownership Commission (BRJOC) meets quarterly before the Joint Water Commission meeting. The BRJOC owns and operates the Eldon S. Mills Dam and the Barney Reservoir. Its membership is comprised of five partners:

• Hillsboro
• Forest Grove
• Beaverton
• Tualatin Valley Water District
• Clean Water Services

The City of Hillsboro manages and staffs the BRJOC, and the City of Hillsboro Water Department Director serves as the General Manager. For questions, please contact the City of Hillsboro Water Department at 503-615-6702.
