Notice of System Development Charge Methodology
The City of Hillsboro hereby issues a 60-day public notice, pursuant to ORS 223.304, of its intent to establish a new Witch Hazel Village South Supplemental Park System Development Charge methodology for park and recreation facilities.
A technical report addressing the methodology and calculation of the proposed charges on new development within the Witch Hazel Village South Plan District is available for review at the Hillsboro Park & Recreation Administration Office, located at 4400 N.E. Century Boulevard, Hillsboro, OR 97124, and the City website at www.hillsboro-oregon.gov, or by calling the Hillsboro Parks & Recreation Department at 503-681-6120.
The Hillsboro Parks & Recreation Commission reviewed the methodology at its August 22, 2024 Public Meeting and approved the methodology at the September 26, 2024 Public Meeting, with a recommendation of approval to City Council.
The first public hearing to take formal comments regarding the proposed system development charges is at the Hillsboro City Council meeting scheduled for 6:00 pm on December 18, 2024. A second public hearing, to consider adopting the methodology will take place at the City Council meeting scheduled for 6:00 pm on January 7, 2025. Written comments about the park system development charge methodology must be received by the public hearing date to be considered.
The Planning & Development Division is responsible for the acquisition, development, expansion and renovation of all of Hillsboro's parks, trails, wetlands, and open spaces totaling more than 1,600 acres.

The Parks & Trails Master Plan provides a community supported blueprints for high quality parks and recreation facilities and services for all residents.
Trails Master Plan, adopted October 2015
The Trails Master Plan builds upon the 2010 Parks & Trails Master Plan and Natural Resource Analysis, and is intended as a guide for trail development over the next 25 to 50 years. This long-term view sets forth the vision for projects that may be decades in the future.
ADA Assessment and Transition Plan, Adopted February 2017
The ADA Assessment and Transition Plan identifies barriers to access parks and recreation activities and lays out a strategy to remove these barriers for all people in our community. Hillsboro Parks and Recreation will implement the plan in 10 phases. We are currently working on implementing the third phase and will continue implementing the plan as funds become available.
