1:05 pm: Local Responses & Solutions

Katherine Galian, Washington County Homeless Services

The Homeless Services System in Washington County has grown significantly in the last two years. The City of Hillsboro, Washington County and our other City partners work closely with non-profit service providers to operate a continuum of services that provide pathways from homelessness to a stable home. This presentation will provide an overview of the whole system from street outreach to permanent housing.

1:50 pm: Camping Legislation: What it Means for Hillsboro & Cities in Oregon

Chad Jacobs, City of Hillsboro Attorney

In recent years, several key legal and legislative decisions related to camping have been passed. This includes Oregon House Bill 3115, which requires cities in Oregon to re-evaluate and update local camping policy so that it is objectively reasonable. Information on these legal and legislative updates will be provided, as well as what they mean for Hillsboro and cities across Oregon.

Jacen Greene, Co-founder and Assistant Director, Portland State University Homelessness Research & Action Collaborative

When reading social media and online commentary, you may see many inaccurate beliefs about homelessness. The Homelessness Research & Action Collaborative at Portland State University uses research to address homelessness and its negative impacts on individuals, families, and communities. This work includes conversations aimed at changing the narrative around housing and homelessness in our community. This presentation will provide information to build understanding by addressing common myths about homelessness.
