A Strategic Plan for Our Future

The City of Hillsboro is planning ahead to continue delivering responsive and high-quality services in a future full of opportunities, challenges, and changes.

The Strategic Plan will guide operations for the next 10 years in order to cultivate Hillsboro’s hometown livability and advance services that support our safe, sustainable, inclusive, and growing community.

The plan includes: 

  • An updated Mission Statement

  • A new Vision for our future

  • Updated Values

  • Six Goal Focus Areas with several Strategic Initiatives to further those goals

Hillsboro’s Mission, Vision, Values, and Goal Focus Areas were updated in 2024 with input from more than 660 City employees during 22 outreach events in order to reflect the organization’s desired future.

Creation of the Strategic Plan

To build a culture of thoughtful and proactive management, the Strategic Plan was intentionally created through engagement and collaboration over the course of two years. The inclusive process molded a plan that:

  • Centers Diversity, Equity, and Inclusion

  • Fosters inclusive and intentional engagement with community members, City staff, and the City Council

  • Leverages community input from existing City plans and initiatives such as the Hillsboro 2035 Community Plan and Comprehensive Plan

  • Improves prioritization, reduces employee burnout, and balances resources by providing a detailed overview of the volume of work happening across the organization

Advancing Strategic Initiatives & Implementing the Plan

The Strategic Plan Initiatives are grouped into Goal Focus Areas and also prioritized into short-term, mid-term, and long-term timelines to guide the development of department work plans and balance the allocation of resources. Each department is responsible for defining project goals, estimating timelines, creating milestones, and moving work forward to support their assigned initiatives.

  • You can find a list of all strategic plan goals and initiatives in the Strategic Plan Report.

  • A future Strategic Plan Dashboard will provide a full list of initiatives, associated departments, and real-time progress updates.

Measuring & Reporting Progress

City staff created an interactive dashboard providing real-time progress data to City Councilors, employees, and community members.

In 2025-26, the City will also develop community indicators to help measure and report progress to the community.
