On Friday, May 5, 2023, the Clean Water Services (CWS) Board will conduct a budget committee meeting to receive feedback on the FY 2023-24 budget and sanitary sewer and surface water management (SWM) rate adjustments.

CWS is a regional water resources management utility that protects public health while enhancing the natural environment of the Tualatin River Watershed.
The City of Hillsboro partners with CWS on sanitary sewer and SWM services. The sanitary sewer and SWM charges you see on your monthly bill are a combination of regional rates set by CWS and those set by the Hillsboro for local services.
CWS and your city are thinking long term and harnessing innovation to meet our community’s needs while carefully considering how we invest the rates you pay.
Proposed Rate Adjustments
For fiscal year 2023-24, CWS is proposing the below adjustments to sanitary sewer and SWM monthly rates to invest in aging infrastructure, ensure the long-term health of local rivers and streams, and meet stricter federal and state pollution control rules.
- Sanitary Sewer Fixed and Average Use Charges: 4% increase for the average customer
- Surface Water Management Fixed and Average Use Charges: 4% increase for the average customer
Any approved changes in rates would go into effect July 1, 2023.

Customers are invited and encouraged to take part in CWS’s budget process.
Public input on the proposed CWS sanitary sewer and SWM rate adjustments can be provided at the CWS Board of Directors public hearing on May 5, 2023, and the public hearing on June 20, 2023.

Three of the nine rates on the City of Hillsboro utility bill are set and invested by CWS, who is the regional provider of sanitary sewer and SWM services within the Hillsboro community.
The City bills the sanitary sewer and SWM rates set by CWS’s Board and adopted by Hillsboro City Council. Currently, about 84% of the sanitary sewer fixed and use charges are remitted to CWS each month; the City retains about 16% for its operations. About 25% of the SWM fixed charge is remitted to CWS each month; the City retains about 75% for its operations.
