A portion of the rates on your City of Hillsboro utility bill are set and invested by Clean Water Services (CWS), who operate two utility services within the Hillsboro community:
- Sanitary Sewer collection and treatment
- Surface Water Management
Virtual Proposed Budget Hearing
On Tuesday, June 15, at 10 am, the CWS Board, which is also the Washington County Board of Commissioners, will conduct a virtual public hearing to consider and adopt the budget.
Due to COVID-19 guidelines this will be an online virtual meeting. There will not be an in-person public forum. The public hearing will be broadcast live on Washington County's YouTube channel.

The proposed budget includes the following proposed rate adjustments needed to meet stringent federal pollution control safeguards, and protect public health, the Tualatin River, and local waterways:
- Sanitary Sewer fixed and average use charges are proposed to increase 4.5%, which equates to a $1.77 monthly increase for the average household.
- Surface Water Management fixed charge is proposed to increase $.50 per month for the average household.
To ensure new development pays a reasonable share of capital costs related to growth, CWS is also recommending an increase from $5,800 to $6,085 in the one-time sanitary sewer System Development Charge (SDC) per equivalent dwelling unit. SWM SDCs would increase from $560 to $585 per equivalent service unit.
If approved, adjusted CWS rates would take effect July 1, 2021.
