A portion of the rates on your City of Hillsboro utility bill are set by Clean Water Services (CWS), which in partnership with the City operates two utility services serving our Hillsboro Community:
- Sanitary Sewer collection and treatment
- Surface Water Management
On June 20, 2023, the CWS Board approved CWS’ proposed 2023-24 budget, which includes regional rate adjustments on sanitary sewer and surface water management, effective on July 1, 2023.
For the typical single-family residential household:
- Sanitary Sewer fixed and average use charges will increase 4% a month.
- Surface Water Management fixed charge will increase 4% a month.
CWS’s budget and rates invest in repairing and replacing aging infrastructure, planning for population growth, meeting increasingly strict regulatory requirements, addressing water resource limitations, responding to climate change impacts, navigating supply chain issues and inflation, and investing in a resilient workforce.

Three of the nine rates on the City of Hillsboro utility bill are set and invested by CWS, who is the regional provider of sanitary sewer and SWM services within the Hillsboro community.
The City bills the sanitary sewer and SWM rates set by CWS’s Board and adopted by the Hillsboro City Council. Currently, about 84% of the sanitary sewer fixed and use charges are remitted to CWS each month; the City retains about 16% for its operations. About 25% of the SWM fixed charge is remitted to CWS each month; the City retains about 75% for its operations.
