Hillsboro Voters Advise Against Fluoridation
More than 38,000 Hillsboro voters cast ballots and made their voices heard in the 2024 General Election.
As of unofficial election results tallied on Wednesday, November 8, a total of 22,301 Hillsboro voters (58%) advised against fluoridating the water supply in the 2024 Election, with 16,271 voters (42%) supporting fluoridation.
The City Council agreed to place the Community Advisory Vote on the ballot following the Utilities Commission’s recommendation to put the question to voters. This recommendation resulted from conversations in late 2023 with a pro-fluoridation advocacy group that notified the City of Hillsboro Water Department (HWD) that they planned to file a measure for the November 2024 ballot to fluoridate Hillsboro's public drinking water supply.
The Utilities Commission will make a decision to follow the results of the Community Advisory Vote at the regular Utilities Commission Meeting on December 10, 2024.
Why did the Utilities Commission recommend that the Hillsboro City Council consider a community advisory vote on fluoridation?
In late 2023, a pro-fluoridation advocacy group notified the City of Hillsboro Water Department (HWD) that they planned to file a measure for the November 2024 ballot to fluoridate Hillsboro's public drinking water supply.
The measure would require fluoridation at the Environmental Protection Agency (EPA) recommended level of 0.7 milligrams per liter (mg/L) to reduce tooth decay and promote oral health, as recommended by the Centers for Disease Control (CDC) and Prevention and the Oregon Health Authority.
History of Fluoridation in Hillsboro:
- Fluoridation of Hillsboro’s water supply was last put to a community vote in the 1950s.
- The original proposition to add fluoride was placed on the ballot by the Hillsboro City Council in 1952 and passed.
- In 1953, an initiative petition was submitted by voters to hold a special election regarding fluoridation. Fluoridation was then rejected by the community.
- There have been more recent discussions in 2002 and 2012 when pro-fluoridation community groups requested the water supply to be fluoridated, but they never submitted a formal initiative petition for the ballot.
- The Hillsboro Utilities Commission recommended to the City Council that they include a fluoridation advisory measure on the ballot for the November 2024 election to learn what the community prefers.
- The Hillsboro City Council approved a community advisory vote on fluoridation on June 18, 2024, for the November 2024 ballot.
