Hillsboro is a diverse community with over 109,000 residents of all ages, incomes, and abilities. The Housing Needs Analysis (HNA) 2023 aims to help Hillsboro meet the housing needs of its diverse residents.
The analysis will:
- Work with the community to identify current and future housing needs. (See definition for housing needs under resources section below.)
- Measure the current state of housing including current housing supply and types of housing available.
- Provide a technical analysis of maps, data and forecasts of demographic and economic trends.
- Refresh inventory of land that could be suitable for future development.
- Update the previously adopted Housing Needs Analysis from 2016.
- Guide future decision making on policies and programs related to housing.
This project has an intentionally inclusive community engagement process to reach a representative cross-section of Hillsboro’s diverse community.

Definitions
“Needed Housing” as defined under State law (OAR 660-007-000 Metropolitan Housing) means housing types determined to meet the need shown for housing within an urban growth boundary at particular price ranges and rent levels. This includes at least the following housing types: attached and detached housing, multifamily housing for both owner and renter occupancy, government assisted housing, mobile home or manufactured dwelling parks, manufactured homes on individual lots within designated manufactured subdivisions and housing for farmworkers.
