Hillsboro is a diverse community with over 109,000 residents of all ages, incomes, and abilities. The Housing Needs Analysis (HNA) 2023 aims to help Hillsboro meet the housing needs of its diverse residents.

The analysis will:

Work with the community to identify current and future housing needs. (See definition for housing needs under resources section below.)
Measure the current state of housing including current housing supply and types of housing available.
Provide a technical analysis of maps, data and forecasts of demographic and economic trends.
Refresh inventory of land that could be suitable for future development.
Update the previously adopted Housing Needs Analysis from 2016.
Guide future decision making on policies and programs related to housing.

This project has an intentionally inclusive community engagement process to reach a representative cross-section of Hillsboro’s diverse community.

Listening & Engaging Our Community

Over the past year, the City has listened and engaged with a wide-cross section of Hillsboro’s community members to inform the Housing Needs Analysis. The City partnered with community-based organizations to engage Historically Marginalized Communities through focus groups in both English and Spanish speaking receiving valuable insight into housing needs.

In addition, a Community Advisory Committee — made up of a diverse range of community members, housing professionals, and local nonprofits — was formed to assess whether there is an adequate supply and variety of housing for Hillsboro community members at all income levels.

Project Timeline

Project Outcomes

The Housing Needs Analysis looked at the amount of buildable land available for housing and forecasts the need for additional housing units over the next 20 years.

This analysis concludes that by the year 2043:

There will be a need for significant housing units beyond what’s already planned, and a need for additional land.

Of the additional units needed, just over half are projected for homeownership, with the remainder available as rental units.
The greatest need for rental units is for those below market rate, to maintain housing costs that are affordable.
Income trends suggest that an estimated 45% of ownership households will be needing housing in the price range $300-600 (in constant 2023 dollars).

With a clearer picture of Hillsboro’s future housing needs, the focus will shift to finding strategic ways to address those needs.

What's Next?

The City is currently conducting a holistic analysis to support housing production in Hillsboro to meet needs identified in the Housing Needs Analysis. The Housing Production Strategy is a strategic and flexible tool that can assess policies, strategies, programs, funding tools, equity, partnerships and more.

Housing Production Strategy

The Housing Production Strategy will include specific actions the City plans to take, like changing regulations or offering financial incentives, to encourage the development of the necessary housing types identified in the Housing Needs Analysis Report 2023 , along with a timeline for adopting and executing each strategy.

Some of the actions, tools, and plans could include looking at different policy areas such as:

Increasing housing development in multi-dwelling and residential mixed-use zones, and along TV Highway corridor’s future bus rapid transit line.
Ensuring Hillsboro has enough land to support a variety of housing types and choices.
Increasing affordable housing in established and new residential areas to foster mixed income neighborhoods.
Supporting homeownership opportunities for homebuyers, including low-income and first-time buyers.
Increasing rental housing development for large households.

Increasing development of accessible housing for seniors and people with disabilities.

The final Housing Production Strategy document will include a detailed description of the contextualized housing needs, summaries of existing housing policies and regulations, and final proposed strategies, new measures and a plan for monitoring progress.

Definitions

“Needed Housing” as defined under State law (OAR 660-007-000 Metropolitan Housing) means housing types determined to meet the need shown for housing within an urban growth boundary at particular price ranges and rent levels. This includes at least the following housing types: attached and detached housing, multifamily housing for both owner and renter occupancy, government assisted housing, mobile home or manufactured dwelling parks, manufactured homes on individual lots within designated manufactured subdivisions and housing for farmworkers.
