Approximately 550-acres, the Jackson East Area was brought into the Urban Growth Boundary (UGB) by the Oregon legislature in 2014.
This Area is bounded by Evergreen Road (south), Jackson School Road, Waibel Creek and Storey Creek (west), U.S. Highway 26 (north), and the Hillsboro Technology Park (east).
In 2022, the City of Hillsboro completed the state required long-term planning for the urbanization of this area. This involved eight community meetings with property owners in and around Jackson East. Click here for a video recording of the final community meeting on June 16, 2022.
In August 2022, Hillsboro City Council adopted Industrial Comprehensive Plan and Community Development Code amendments for the Jackson East Area. The adopted codes allow for the economic development of this area along with the opportunity for property owners to voluntarily annex into the City of Hillsboro.
Jackson East Area Implementation
The City will be taking steps to foster and stimulate economic growth in the Jackson East Area, and is actively evaluating economic development tools. Tools under consideration include, amending the nearby North Hillsboro Industrial Renewal Area, master planning and delivering infrastructure, and expanding the Enterprise Zone into the entire area.
The North Hillsboro Industrial Renewal Area is located to the east of the Jackson East Area in the Hillsboro Technology Park and allows the City to use Tax Increment Financing to fund planning and delivery of needed infrastructure and potential property purchases. The Enterprise Zone is a property tax abatement tool that targets manufacturers and other traded sector businesses seeking to make capital intensive investments in the area.
The above policy considerations are anticipated to progress into 2023.
