The City's General Fund operating budget relies on property taxes for approximately 60% of its total budget. Property taxes fund Police, Fire and Rescue, Parks and Recreation, Library, Planning and other general services.  

The State of Oregon’s property tax system is a rate-based tax system. The City currently has a permanent tax rate of $3.6665 per $1,000 of assessed property value. Other agencies, including Washington County and local public schools, also have their own tax rates. All of these rates combine to represent a full property tax assessment that is reflected in the annual property tax statements, provided by Washington County Assessment and Taxation, due to the assessor by November 15th of each tax year.

In addition to the City’s permanent rate, the City has a voter-approved five year Local Option Tax (LOT) of $1.72 per $1,000 of assessed property value, specifically for Police, Fire, and Parks & Recreation maintenance services. The total tax rate, including the LOT for City services, is $5.3865 per $1,000 of assessed value. Local option tax levies are five-year levies. The levy was first approved by voters in 1998. The current levy goes through Fiscal Year (FY) 2022-23.

The Finance Department is responsible for managing cash flow for the City including investing in both the Local Government Investment Pool and other government obligations. It is the City's fiduciary responsibility to manage these funds in a conservative and fiscally responsible manner.

The Payroll Division processes payroll for all full time, part-time and seasonal employees, which averages just over 1,000 employees total. The payroll division works closely with Human Resources in establishing policies and providing support to City departments and employees. All verifications for employment are processed through Human Resources.

The City of Hillsboro contracts with Net Assets Corporation to use their Conduits service for property lien searches. All properties within the City that have outstanding liens or assessments are listed on the Conduits website for instant online inquiries by subscribers. Lien search fees are $25 for each property search performed. If you need a one time, or infrequent search, it is recommended that you contact a title company to perform the search for you.
