A Public Safety Permit consists of several Oregon Fire Code operational permits that provide guidelines for activities that occur during public events on private and/or public properties. The permit provides guidance for enclosed structures (including stadiums) and open air areas (unimproved areas) regarding fire and life safety, such as: emergency vehicle ingress and egress, fire protection, emergency medical services, public assembly areas and the directing of both attendees and vehicles (including the parking of vehicles), vendor and food concession distribution, and the need for the presence of law enforcement, and fire and emergency medical services personnel at the event.
A Public Safety Permit is required when any of the following conditions are proposed:
- When the occupant capacity exceeds the normal structure design occupancy limit; or
- When the occupant capacity for open air areas (unimproved areas) exceeds 1000 persons; or (OFC 403.11.3, trigger point for crowd managers)
- When activities restrict the normal emergency vehicle access and/or structural egress (exiting) system; or
- The use of temporary food/cooking concessions, open flames, and internal combustion generators; or
- The use temporary tents and membranes structures larger than 400 square feet, including temporary structures and stages.
