Pre-fire planning is an important part of preparing for a fire or emergency. A preplan provides emergency services with information about a property so a more efficient and effective operation can be conducted, meaning less damage to your property and a better chance of a successful rescue. A preplan captures fire department access and water supply, building characteristics, fire protection features, and specific hazards.

Definitions
Preplan: A document developed by gathering general and detailed data that is used by responding personnel in effectively managing emergencies for the protection of occupants, participants, responding personnel, property, and the environment.
Fire Department Plan Review
All buildings with fire protection systems or unique hazards are conditioned at the time of land use to provide a fire access and water supply plan sheet prior to the approval of the Private Utility Permit. The plan sheet shall include the following where applicable: (OFC 106.1)
- Building envelope
- Fire access road
- Fire department turnaround
- Aerial apparatus access locations
- Fencing
- Access gate(s)
- Knox Product location
- Fire sprinkler riser location
- Domestic water shutoff
- Gas shutoff
- Hydrants
- Post indicator valve
- Fire department connection
- Location of outdoor storage of hazardous materials
The following information is requested for inclusion in the civil plans if available:
- Fire alarm control panel location
- Electrical disconnects within the building
- Standpipe locations
A fire department preplan is requested at the time of building permit issuance, although not required. The information included on the fire access and water supply plan sheet helps create a cohesive civil and architectural plan sheet and fire department preplan that can be provided to emergency responders prior to occupancy of the building. Hillsboro Fire & Rescue uses the plan review process to collect building information from the engineers and architects at the time of construction when building characteristics and site features are best known. We seek to work collaboratively with development to support our emergency responders and provide them with the most complete information on each building within our community.
Preplan Symbols
Hillsboro Fire & Rescue uses standard preplan symbols for consistency and easy recognition of property and building features. A CAD block library with the standard preplan symbols is available for download, as well as a Preplan Symbols PDF if you are unable to download the library directly.
