Message from the Chief

Welcome to the 2022 Hillsboro Police Department Annual Report. I appreciate the interest you have in the work being done on behalf of our community by our dedicated employees. This yearly undertaking is our way of letting residents and visitors know about the significant cases we investigated, the programs we offered, and some notable accomplishments for the department.

Keeping our city safe is an ever-evolving undertaking that requires both an understanding of its unique character and a careful assessment of regional and national influences. Therefore, you will see examples of commitment to proven approaches that have built relationships over many years in concert with updated approaches that are considering the diversity of the populace. We are also not immune to the consequences of forces at work in the metropolitan region, the state, and the nation. Calls for service that have underlying relationships to mental health, substance abuse, and economic uncertainty are major drivers of what occupies police resources on a daily basis.

We are fortunate at HPD to have a highly trained and committed staff. We are also fortunate to have a supportive community that not only works with the department to address quality of life but also supplies important material support through the Public Safety Local Option Levy. This enables the Hillsboro Police Department to prevent crime through awareness campaigns, respond to crime with urgency because of sufficient resources, solve crime through training and expertise, and support victims through both staffed and volunteer positions. Having the ability to deliver a full range of public safety services while striving to be a positive contributor to broader initiatives around the city is the balance we seek.

2022 Statistics

Quarterly Highlights

First Quarter

Weil Arcade Fire

The suspect in the January 2^nd 4-alarm Weil Arcade fire was arrested for felony crimes including Arson 1, Burglary 2, Manslaughter and Murder in the 2^nd Degree.

Vehicle Barriers (and Trailers) Donated

Vehicle Barriers and trailers were received under a grant from State Homeland Security and the Urban Area Security Initiative to aid in community safety during events.

Mobile Mammograms

HPD partnered with OHSU, M&M Market and Hillsboro Rotary to bring the Mobile Mammogram vehicle, vaccine clinics and health fairs to the Latino community.

Second Quarter

Volunteer of the Year

HPD recognized Dee Conley as the 2021 HPD Volunteer of the Year. Dee served the community faithfully as a Domestic Violence advocate.

April Events

Many events took place in the month of April to recognize Sexual Awareness Month, Child Abuse Prevention Month and Crime Victims' Rights Week.

Arrest

While walking his bike through the les Schwab parking lot a 27-year-old was shot to death by a lone individual. The suspect was arrested and determined to be a 17-year-old male.

K-9 Trials

The Washington County Sheriff’s Office K-9 Trails returned to the Hillsboro Stadium. Several HPD K-9 teams did very well including K-9 Oso taking 3^rd place “Top Dog”, 2^nd place “Area Search” and 3^rd place in “Fastest Dog”. K-9 Tuco placed 2^nd in “Suspect Apprehension” and 3^rd place in “Agility”.

Local Option Levy

Hillsboro Voters approved the local option levy with an 83% passing rate.

Cold Case Investigations

Social Media weekly cold case investigations launch. Each week, HPD shared a cold case that they could use leads on.

Third Quarter

ODOT Grant

HPD, operating under a grant from ODOT, conducted targeted speed and distracted driver enforcement in the month of July. They conducted 28 hours of enhanced traffic enforcement directly related to the grants.

Suspect Arrested

In July 2022, while walking across the parking lot of Su Casa Imports, a 39-year-old was approached by a male from another car and shot several times. Enrique Tapia was later arrested.

Bike Team Up and Running

HPD has a full-time bike team consisting of four certified officers. Bike team members strive to be more accessible and approachable and offer another avenue to build community relations.

National Night Out

Four party teams visited 16 neighborhoods to celebrate and show off K9’s, traffic, bicycle team and patrol resources.

Domestic Abuse Response Team (DART)

HPD created a new Domestic Abuse Response Team (DART). Six officers, one sergeant and the DV Coordinator work in collaboration providing subject matter expertise, specialized response and training and consistent community liaison related to domestic violence.

Crisis Intervention Team Honored

The Crisis Intervention Team was honored by the Optimist Club of Hillsboro for their service to the community. CIT works predominantly with the homeless population, often bridging the gap between law enforcement and the need for social services.

Fourth Quarter

Drug Turn In

HPD collected and disposed of a total of 1,780 pounds of unused/expired medications in 2022.

Domestic Violence Awareness Month

HPD participated in a number of events including Coffee with a Cop, a community Gathering of Hope and National Wear Purple Day.

Certification

All four HPD Evidence Technicians completed the International Association for Identification Crime Scene Analyst Certification Exam. Many hours of training and studying went in to achieving this goal.

Hillsboro Holli Days

HPD’s Mobile Command Unit along with multiple K9’s visited the Hillsboro Holli Days to kick off the holiday season.

Latino Outreach

Latino Outreach organized a community soccer game in partnership with Parks & Rec, Hillsboro Rush Soccer Club and Dick’s Sporting Goods, where over 25 neighborhood kids and their families enjoyed some fun soccer games at Walnut St. Park.
