Stormwater Management Facilities (SMF)

Stormwater Management Facilities collect stormwater runoff from upstream contributing areas and remove pollutants before the water drains into our local streams and rivers. 

Stormwater Treatment Methods:

  • Settling Method: Slow stormwater runoff to allow suspended solids and pollutants to separate and settle out.
  • Filtration Method: Redirect stormwater through natural vegetation, soil, or through an engineered system like filter cartridges.
  • A combination of both settling and filtration methods. 

Certain SMF Facilities also provide storage of stormwater, known as detention, during storm events. The purpose of providing storage is to retain stormwater runoff long enough to help control and prevent stream erosion and downstream flooding during large storm events. During these storms, detention facilities slowly release the excess stored stormwater into our local streams and rivers at a controlled rate to prevent these types of problems. 

Repair Program

The City of Hillsboro began requiring the construction of SMF Facilities within City limits in the early 1990s to protect the health of all streams, creeks, and the Tualatin River.

The City now owns and maintains over 300 public SMF Facilities. Unfortunately, due to the destructive nature of storms, flooding events, droughts, plant survivability, and other natural factors, many facilities have reached a point where routine maintenance can no longer keep them functional. In order to restore the original functionality and pollutant removal abilities, many facilities within the City’s inventory now require extensive repairs or complete reconstruction.

Fall 2022, Public Works completed the repair to Stormwater Management Facility #42, located on the corner of NE Ashmont Street and NE 74th Avenue, which provides stormwater treatment for the Orenco Park neighborhood and drains into Beaverton Creek.

Fall 2022, Public Works completed the repair to Stormwater Management Facility #48, located on the northwest corner of SE Goboes Court and SE Century Boulevard, which provides stormwater treatment for the Century Terrace neighborhood and drains into Tanner Creek.

Stormwater Management Facility #064Fall 2022, Public Works completed the repair to Stormwater Management Facility #64, located at the intersection of NW Hertel Street and NW 9th Avenue, which provides stormwater treatment for the Alderbrook neighborhood and drains into McKay Creek.

Project Funding

The City of Hillsboro Surface Water Management Local Service Fee funds all public SMF Facility repair or reconstruction costs.
