About
The completed Stormwater Master Plan will guide the City over the next 10 years on projects, stream enhancement, water quality improvements, and reduce localized flooding.
The Stormwater Master Plan process evaluates the Stormwater System including natural channels, storm pipes, culverts, outfalls, and Stormwater Management Facilities.
The Stormwater Master Plan process included the following activities:
- Researched and collected data on the stormwater system
- Analyzed existing stormwater issues
- Developed a master list of stormwater projects and associated cost
- Ranked capital improvement, maintenance, and repair
- Developed a Stormwater Master Plan
Stormwater Master Plan History
In 1988 City of Hillsboro completed our first Stormwater Master Plan. In 1996 staff completed the Stormwater Master Plan amendment and light rail corridor study. Due to the City’s rapid growth, evolving technology, and regulatory changes, it is vital we undergo the process of creating a new plan in 2017. In 2021 the City completed the latest Stormwater Master Plan.
Public Input
Public input on the 2021 Stormwater Master Plan ended April 19, 2021.
City Council Approval
On July 20, 2021, the Hillsboro City Council approved the Stormwater Master Plan.

Project Funding Sources
Project funds are the Surface Water Management (SWM) System Development Charge (SDC) fund, and the SWM Local Service Fee.
Project Timeline
2017 to 2019: Completed Activities
- Collected and analyze data, conducted field work, and modeling
- Developed values and scoring criteria/method for project ranking
- Drafted stormwater project list, rank, and developed cost estimates
2020 to 2021: Completed Activities
- Collected Stormwater Master Plan community input: February 22 - April 19, 2021
- Presented Stormwater Master Plan to Finance Committee July 13, 2021 and City Council July 20, 2021
