The 2024 Sanitary Sewer Master Plan will help support the City in our effort to provide reliable and effective sanitary sewer services to the community for generations to come.

The plan identifies and prioritizes capital improvement projects, operational needs, and maintenance requirements for the next 10 to 15 years.

Sanitary Sewer System Facts

  • The Sanitary Sewer System dates back to 1910.
  • The system collects wastewater from sinks, showers, toilets and more for the 110,000 residential and commercial users in Hillsboro.
  • Hillsboro wastewater is treated at one the local Wastewater Treatment Plants owned and operated by Celan Water Services.
  • Our current system operates and maintains 300 miles of gravity pipeline and 8,300 manholes. Pipes range in size from 4-inches all the way up to 24-inches in diameter.
  • The system features a mix of old and newer pipes, with some in the older downtown area over 100 years old, while more than half of the system’s pipes are less than 35 years old.

Timeline

2023 to 2024 Completed Milestones

  • Conducted a risk-based assessment of existing infrastructure, interviewed staff, conducted workshops, and reviewed the conditions of the sanitary pipes.
  • Conducted an Operations and Maintenance Gap Analysis.
  • Identified Capital Improvement Projects and cost estimates.
  • Created the draft Sanitary Sewer Master Plan

Upcoming Milestones

  • Sanitary Sewer Master Plan goes before City Council for adoption in early 2025.
