Depending on your location in Hillsboro, the water provider for your home or business is either the City of Hillsboro Water Department or the Tualatin Valley Water District (TVWD). Both agencies work closely together to deliver high-value, reliable water service to all customers in Hillsboro.

Hillsboro Water Department
The Hillsboro Water Department serves non-fluoridated water to the part of the City of Hillsboro that lies west of Cornelius Pass Road and south of Highway 26 (Sunset Highway), and also provides water to customers in western Washington County who live along Hillsboro's original service line. Customers living in the Butternut Creek neighborhood in South Hillsboro are temporarily being served fluoridated water from TVWD while construction is completed on the water pipeline in South Hillsboro. (The orange area on the map.)

Tualatin Valley Water District
TVWD serves fluoridated water to those in the City of Hillsboro customers located east of Cornelius Pass Road and north of Highway 26 to Helvetia. (The tan area on the map.)

A small area of customers in South Hillsboro located off SE Butternut Creek Parkway are being served fluoridated water temporarily by TVWD. After pipeline construction is completed in South Hillsboro, Butternut Creek customers will be switched to receive non-fluoridated water served by Hillsboro Water, like other areas Hillsboro Water serves within the City limits.

History of Fluoridation Efforts in Hillsboro

• 1952: Fluoride placed on the ballot by the Hillsboro City Council. Community vote passed ballot measure with 192 yes votes and 168 no votes.
• 1953: Voters submitted initiative petition. Community vote rejected ballot measure with 746 yes votes and 157 no votes.
• 2002: Pro-fluoridation group requested fluoridation, but never submitted a formal initiative petition for the ballot. Hillsboro Mayor and City Council chose not to place a measure on ballot. 
• 2023: Pro-fluoridation group notifies City of intent to file a measure for the November 2024 ballot to fluoridate the public water supply.
