Reducing homelessness in Hillsboro and the surrounding region requires collaborative efforts on proven solutions, including adequate year-round sheltering with rapid pathways to housing.

The need for the City of Hillsboro, Washington County, local nonprofit organizations, and other government agencies to support shelter options in Hillsboro is clear: 

  • Oregon reports one of the highest rates in the country of unhoused people who are living unsheltered — around 60 percent.
  • 213 unsheltered persons were recorded in Hillsboro during the 2021 Point-in-Time Count.
  • There are no permanent year-round emergency shelters for single adults in Washington County.

Reopened: Safe Rest Pods on SW 17th Avenue

A 64 square foot temporary pallet shelter with a door and windowsThe Safe Rest Pods near Winco and Dairy Creek Park reopened in December 2023 thanks to collaboration by the City of Hillsboro, Washington County, and Open Door HousingWorks.

The Safe Rest Pods offer:

  • New Pallet Shelters, upgraded with heating & cooling
  • Capacity for 30 to 40 individuals and couples, with pets allowed
  • 24/7 onsite staff with mental health, employment, and housing support

The Safe Rest Pods will provide shelter through October 2024.

The pods will close at the end of October to allow the site to be prepared for year-round shelter construction. The portable pod shelters are owned by Washington County and will be moved to a new location determined by Washington County. Open Door HousingWorks will safely transition all current participants to an alternate shelter or housing. Year-Round Shelter Project

Responding to the community’s desire for long-term solutions to the challenges faced by people experiencing homelessness, the City of Hillsboro has acquired property on Hillsboro’s western edge — near the City of Cornelius and Dairy Creek Park — for a future Year-Round Shelter.

This will become the first year-round emergency shelter for single adults in Hillsboro. Once open, it will be operated by a nonprofit partner and funded through Washington County.

The property in the 300 block of SW 17th Avenue, at the corner of TV Hwy and SW 17th Ave, includes significant green space and two currently vacant structures.
