Metro 

The Metro Construction Excise Tax is assessed on construction permits issued by local cities and counties in the Metro region. The tax is assessed at 0.12 percent of the value of the improvements for which a permit is sought unless the project is exempted from the tax. 

School Districts 

School CETs are required by the State of Oregon to support school districts in meeting the needs of growing communities. 

The taxes are imposed on improvements to residential and nonresidential properties that result in a new structure or additional square footage. The tax is assessed per square foot. 

Exemptions are provided for the following:  

• Private school improvements 
• Public improvements as defined in ORS 279A.010 
• Certain residential housing that is guaranteed to be affordable under guidelines established by the U.S. Department of Housing and Urban Development 
• Public or private hospital improvements 
• Improvements to certain religious facilities
• Agricultural buildings as defined in ORS 455.315 (2)(a)

Building Permits Extension Requests

Extensions may be available for building and trade permits that are in review, approved and ready to be issued, or issued and ready for construction.

Requests are reviewed on a case-by-case scenario and determined by the Building Official.

Land Use Extension Requests

Land use approvals granted by the City generally expire two years from the date of approval unless substantial construction has begun, a plat has been submitted, or an extension has been filed.

The Planning Division will typically send out a courtesy reminder letter of an upcoming expiration.

If your project is close to the expiration and you would like to request an extension, please send that request via email to Permits@Hillsboro-Oregon.gov prior to the expiration date.

The Community Development Department may issue refunds for permit fees, land use application fees and other fees collected by the Department.

Refunds may be requested for various reasons including cancellation of work, an error in assessing fees, or changes in scope of work.

• Refunds are processed within 30 days of the request and eligibility may depend on the amount of work performed by staff.
• Refunds for Land use applications fees may be requested if withdrawn within 120 days of applying. All other refunds can be requested within one year from the original payment date.
• If a refund is necessary due to a City error, 100 percent of fees may be returned.

The Department collects new construction-related fees on behalf of other City departments and external agencies. Refunds for these fees may be processed by the Department when directed to, but the eligibility of the refund must be determined and approved by the corresponding department or agency prior to the issuance of the refund.
