Your Utility Services
Depending on where you live, your City of Hillsboro utility bill may include:
- Drinking Water
- Sanitary Sewer
- Surface Water Management (Storm Sewer)
- Transportation Utility Fee
- Community Services Fee (charged to South Hillsboro customers to fund park development)
Rate Setting & Billing
All charges are billed by the City of Hillsboro but not all rates are set by the City of Hillsboro.
These rates are set by Clean Water Services (CWS) and billed by the City on their behalf:
- CWS Sanitary Sewer Fixed Charge
- CWS Surface Water Management Fixed Charge
- Portion of Sanitary Sewer Average Use Charge
The City is updating the utility bill starting in January 2025 to further clarify Clean Water Services & City of Hillsboro charges and funding responsibilities.
- The City will take a phased approach to updating the utility bill's rate structure & applying the 2025 rate adjustments.
- Customers may see the updated utility bill and rates within the first quarter.

Rate Adjustments
The City of Hillsboro adjusts utility rates to support:
- Maintaining & repairing aging infrastructure
- Equipment & staffing
- State & federal permitting
- Costs to provide quality services throughout the community
To make adjustments, the City typically:
- Conducts a rate study
- Creates proposed rates
- Invites the community to comment on proposed adjustments
- Seeks approval of proposed adjustments by the Utilities Commission (for drinking water) or Hillsboro City Council
