Consolidated Annual Performance and Evaluation Report for Program Year 2023

Notice of Public Hearing and Comment Period

The City of Hillsboro has prepared their 2023 CAPER reports as required by federal regulations. The report details project accomplishments as well as expenditures throughout the period of July 1, 2023, through June 30, 2024, for the Community Development Block Grant (CDBG) Program. The purpose of the report is to measure to what extent the jurisdictions are meeting priority needs, goals and strategies as outlined in the 2020-2024 Consolidated Plan.

The CAPER report is available for review and comment and can be downloaded here.

A 15-day public comment period on the report begins on Monday, November 11th and runs through Tuesday, November 26, 2024.

A public hearing on November 14, 2024, will be held to receive comments on the CAPER. The hearing will also be an opportunity to accept public comment on housing and community development needs in the County.

Hillsboro’s Community Development Block Grant (CDBG) program distributes federal funds to states, counties, and urban cities to fulfill the following program goals, principally for the benefit of low-income and moderate-income persons:

Decent housing
A suitable living environment
Eliminate slums and blight
Expand economic opportunity
Respond to an urgent need

The primary objective of the CDBG Program is the development of viable urban communities, primarily for low and moderate-income persons, through decent housing, a suitable living environment, and expanded economic opportunity.

Home at Last: Nazdar’s Story

Nazdar Zada loves her Hillsboro home. Until recently, home ownership seemed out of reach for the Kurdish refugee.

The City of Hillsboro, in partnership with Proud Ground, helped turn Zada’s dream into a reality. Using funds from the CDBG program for a down payment, Zada could afford her first home. She and her parents moved into the home in 2019.

Aging in Place: Gary’s Story

Retired and on a fixed income, lifelong Hillsboro resident Gary LaFollett knew his house needed a new roof, but he didn’t know how he was going to pay for it.

Luckily, LaFollett read about the City’s CDBG funded Housing Rehabilitation Program and applied. A few months later he received a call saying he was approved. A few days after that LaFollett’s home had a roof.

CDBG Action Plans

Action Plan

In order to receive annual CDBG funding, the City must submit an Annual Action plan in support of the 2015-2020 Washington County Consolidated Plan under which the City operates. The City identifies in the Action Plan its goals for CDBG programs and it also serves as the criteria against which U.S. Department of Housing and Urban Development will evaluate the City's performance in carrying out the identified goals.

The City of Hillsboro Community Development Department has prepared the Draft 2021 Consolidated Annual Performance and Evaluation Report as required by the U.S. Department of Housing and Urban Development.

The report details CDBG Program project accomplishments as well as expenditures throughout the period of July 1, 2021 through June 30, 2022.

The report measures to what extent the jurisdictions are meeting priority needs, goals, and strategies as outlined in the 2020-2024 Consolidated Plan.

2020 CDBG CARES Act Funding (CDBG-CV) and Action Plan Amendment

CDBG CARES Act Funding (CDBG-CV)

The City of Hillsboro received slightly more than $1 million in CDBG-CV funds to be used to prevent, prepare for, and respond to the spread of COVID-19 through the federal Coronavrius Aid, Relief, and Economic Security Act (CARES Act).

The City is using the funds to provide rent, utility, and food assistance to community members in need.

The CDBG-CV funds were allocated to cities by the US Department of Housing and Urban Development (HUD).

Substantial Amendment to the CDBG 2019-20 Annual Action Plan

A Substantial Amendment to the CDBG 2019-20 Annual Action Plan is required to describe how the funds will be spent locally.

The amended action plan was built based on consultations with service provider organizations, communications with City departments, and news reports about the impact of COVID-19 in our community.

2020 to 2024 Consolidated Plan and Analysis of Impediments

Purpose of Planning Efforts

The U.S. Department of Housing and Urban Development (HUD) requires that jurisdictions receiving Community
Development Block Grant (CDBG) funds conduct planning efforts to address regulatory requirements.

These two planning efforts were undertaken beginning in December of 2018 and continued through spring 2020.

2020 to 2024 Consolidated Plan

The Consolidated Plan is a five-year housing and community development strategic plan that is based on quantitative and qualitative data collection combined with community engagement to inform how to best utilize the scarce federal resources over the five year period.

The first draft of the 2020 to 2024 Consolidated Plan was available for public comment December 16, 2019 through January 20, 2020.

Hillsboro Housing Market Analysis

The City of Hillsboro also collected feedback on the Hillsboro Housing Market Analysis, which is included in the Final 2020 to 2024 Consolidated Plan.

2019-20 Analysis of Impediments

Analysis of Impediments to Fair Housing Choice

The Analysis of Impediments to Fair Housing Choice is a planning process for local governments, public housing agencies, and partner entities to:

Take meaningful actions to overcome historic patterns of segregation,
Promote fair housing choice, and
Foster inclusive communities that are free from discrimination.

The Analysis of Impediments uses collected data to identify and analyze impediments to fair housing choice and develop strategies to address those impediments. This planning effort also involves a comprehensive community engagement process.
