Consolidated Annual Performance and Evaluation Report for Program Year 2023

Notice of Public Hearing and Comment Period

The City of Hillsboro has prepared their 2023 CAPER reports as required by federal regulations. The report details project accomplishments as well as expenditures throughout the period of July 1, 2023, through June 30, 2024, for the Community Development Block Grant (CDBG) Program. The purpose of the report is to measure to what extent the jurisdictions are meeting priority needs, goals and strategies as outlined in the 2020-2024 Consolidated Plan.

The CAPER report is available for review and comment and can be downloaded here.

A 15-day public comment period on the report begins on Monday, November 11th and runs through Tuesday, November 26, 2024.

A public hearing on November 14, 2024, will be held to receive comments on the CAPER. The hearing will also be an opportunity to accept public comment on housing and community development needs in the County.

Hillsboro’s Community Development Block Grant (CDBG) program distributes federal funds to states, counties, and urban cities to fulfill the following program goals, principally for the benefit of low-income and moderate-income persons:

  • Decent housing
  • A suitable living environment
  • Eliminate slums and blight
  • Expand economic opportunity
  • Respond to an urgent need

The primary objective of the CDBG Program is the development of viable urban communities, primarily for low and moderate-income persons, through decent housing, a suitable living environment, and expanded economic opportunity.

Nazar

Home at Last: Nazdar’s Story

Nazdar Zada loves her Hillsboro home. Until recently, home ownership seemed out of reach for the Kurdish refugee.

The City of Hillsboro, in partnership with Proud Ground, helped turn Zada’s dream into a reality. Using funds from the CDBG program for a down payment, Zada could afford her first home. She and her parents moved into the home in 2019.

Aging in Place: Gary’s Story

Roof Repair

Retired and on a fixed income, lifelong Hillsboro resident Gary LaFollett knew his house needed a new roof, but he didn’t know how he was going to pay for it.

Luckily, LaFollett read about the City’s CDBG funded Housing Rehabilitation Program and applied. A few months later he received a call saying he was approved. A few days after that LaFollett’s home had a roof.

2020 to 2024 Consolidated Plan and Analysis of Impediments

Purpose of Planning Efforts

The U.S. Department of Housing and Urban Development (HUD) requires that jurisdictions receiving Community
Development Block Grant (CDBG) funds conduct planning efforts to address regulatory requirements.

These two planning efforts were undertaken beginning in December of 2018 and continued through spring 2020.
