Calle Diez is more than a place - it's a tradition made by the people that grew up here, live here, shop here, and celebrate here.

The City is committed to preserving and enhancing the livability of 10th Avenue in Hillsboro’s Calle Diez area. The ongoing work in this area will center community, uplift their voices, and support diverse ideas from its residents.

Conversations with the community have led to new programs and projects to enhance:

the safety and comfort of the area
community placemaking
the local economy

10^th Avenue Visioning

This project is empowering the community to create a shared vision for the future of the Calle Diez neighborhood by:

Gathering community input
Transforming community feedback into actionable items
Developing a diverse set of projects and programs that will have a direct and positive impact on the community

This community-driven vision will help guide future investments and projects in the area.

Engagement Recap

Earlier this year, the City conducted an online survey, held focus groups, presented interactive mobile displays, held three interactive workshops, and studied the existing streetscape to gain insight on 10th Avenue and the surrounding neighborhood.

With feedback gathered from these events, the City is developing a short list of specific projects, programs, and policy concepts that we will be bringing back to the community.

Online Survey

The survey reached 426 community members from December 2021 to June 2022.

What do you like best about the 10th Avenue Area?

20% of respondents do not like 10^th Avenue as they find it congested, often unsafe and blighted.
95% of responses received in Spanish found 10th Avenue convenient for shopping and access to services near their residence.
60% English responses found it convenient for shopping and services near their residents

What would you like to change?

Hardscape Improvements including traffic calming, improved lighting and crosswalks
Address safety issues
Intersection Improvements especially at baseline, Main, Maple and Oak Streets
Improvements to Shute Park especially around Aquatic Center

Focus Groups

The City conducted several focus groups with business owners, property owners and residents along the corridor. Business and property owners were asked to share their opinions about challenges, barriers, and opportunities for helping them be successful both for business operations and also building site and public area improvements.

Suggestions included:

Create branding for the area
Create a strategy for incentives
Develop more affordable housing
Provide security and safety for businesses, customers and residents
Develop a strategy to manage traffic
More community services including low-cost clinics, academic tutoring, and therapy

Visioning Workshops

The City held three in-person Visioning Workshops for residents, property owners, and business owners to share their voices on an ideal 10th Avenue/Calle Diez.

Pop-Up Events at Super Mercado Paisano and M&M Market

The pop-up events included a model and two boards with several images of opportunities to select preferences. Participants were given three sticky dots per person and asked to place them on the images they liked most.

Lighted crosswalks
Specialty street lighting

What We Learned

We Heard:

10th Avenue is considered a convenient area for shopping and accessing services.
Enhancements are needed to improve pedestrian comfort and safety, especially for kids.
There is a strong desire for increased celebration and recognition of Latino culture.
In the community, 10th Avenue and the surrounding neighborhood, are often referred to as Calle Diez.

The Community Cares Deeply About:

Connection With Nature

Walking Trails, garden beds, parks, water elements, animals, birds, play areas, and sidewalk trees

Comfort and Safety

Walkability, safe crossings, wider sidewalks, street lighting, reduced traffic, and reduced vehicle speed

Community

Celebration of cultures, arts, festivals, gathering spaces, social and clinic services

Local Economy

Affordable housing, active night life, food trucks, anti-displacement strategy

Moving forward, all projects and programs on 10th Avenue will align with one of more of these core community focus areas.
