Oak/Baseline/10th Avenue Corridor Study

About the Project

In Hillsboro, the Oak/Baseline/10th Avenue corridor (OR 8) is an arterial connecting eastern and western Washington County through Downtown Hillsboro. While OR 8 serves as the primary route bringing freight and commuters into Hillsboro’s Downtown core, it has long lacked an adopted vision and identity to guide redevelopment in Downtown.

Purpose

The Oak/Baseline/10th Avenue Corridor Study [OR 8: SW Adams Ave - SE 10th Ave and SE Baseline St - SE Maple St] aims to develop a unified vision and implementation strategy to guide improvements and redevelopment activity along the corridor. The goal is to enhance the access to:

Offices
Health and Education District
10th Avenue commercial corridor
Downtown core
TriMet regional light rail (Blue Line) and bus systems (Routes 57, 46, 47, and 48)
Yamhill County fixed-route bus service

Project Area

The Project Area is located within the Hillsboro Regional Center, which is targeted for high density job growth and residential/mixed-use development. The Project will focus on SE Oak Street and SE Baseline St from SW Adams Street to the west to SE 10th Avenue to the east as well as SE 10th Avenue from SE Baseline Street to SE Maple Street. The adjacent blocks with streets intersecting the above (a total of 23 intersections) will also be included.

Vision

The Oak/Baseline/10th Avenue Corridor positively contributes to the identity and sense of place, as desired by residents, workforce, business owners, and visitors to Downtown Hillsboro.

People of all ages and abilities feel safe and comfortable along and across the corridor, which ultimately contributes to a vibrant and livable community through intentionally designed facilities and amenities that reflect the values of the community.

The size, mix, and speed of transportation facilities (sidewalks, bike lanes, motor vehicle travel lanes, and transit amenities) are well‐suited to the adjacent land uses and character of each corridor segment.

Motorist speeds are managed to optimize pedestrian and bicycle activity, keeping decibel levels low enough for pedestrian conversations. While mobility for motor vehicles and freight are necessary to the function of this corridor, along this segment, the comfort, safety, and appropriate accommodation of alternative modes of transportation is a priority.

Concept Plans

On these roadways, the City is required to provide facilities for each mode of traveler (people walking, biking, driving, and accessing transit).

To achieve the Corridor Vision and follow the project’s guiding principles, the Concept Plans accommodate the following elements:

Wider sidewalks
Dedicated bike lanes
Safer crossings for all modes of transportation: pedestrians/people using mobility devices, bikes, and vehicles
New or improved landscaping
Slower speeds

Oak Street Concept Plan

(Between SW Adams Street and SE 10th Avenue)

Separated bike lane - buffered with 5-foot separation (with landscape buffer) from the travel lane
Reduction of 3 travel lanes to 2 travel lanes
8-foot sidewalks
Reduced crossing distance for pedestrians
Bike lane protected by a 5-foot landscape buffer and an 8-foot parking lane from the travel lane
Parking lane remains along the south side curb
Requires reconstruction of the north curb line and one planted buffer to create the area for the separated bike lane

Baseline Street Concept Plan

(Between SW Adams Street and SE 10th Avenue)

11-foot sidewalks
Reduced crossing distance for pedestrians
Requires moving the curbs to accommodate the buffer areas, wider sidewalks, and a bike lane

10th Avenue Concept Plan

(Between Baseline Street and Maple Street)

The cross section selected for 10th Avenue is intended to preserve Calle Diez’s community identity and increase access for people walking, biking, and taking transit.

Maintain four general purpose travel lanes and the two-way center turn lane.
Bring the curbs in and install separated bike lanes with landscape buffered and sidewalks on both sides of the road.
Convert posted speed to 25 mph.

The concept plan cross section varies slightly throughout the corridor due to right-of-way constraints. This means in some spots, the sidewalk will narrow or the bike lane and sidewalk will share the same space as a shared-use path. This variation is intentional and prevents the improvements from impacting properties and businesses along the street.
