• Use of all tobacco products is prohibited on Parks & Recreation property.
• Vaping is prohibited on Parks & Recreation property.
• Parks are closed from dusk to dawn.
• Alcoholic beverages are prohibited.
• All fireworks are prohibited.
• Fires are prohibited in parks, except in barbecue stands, pits or fireplaces provided by the City.
• Pets must be on a leash at all times.
• Pets are prohibited from Jackson Bottom Wetlands Preserve and all playground areas.
• Pet waste must be cleaned up by keeper/owner.
• Pets are prohibited from wetlands, ponds, and streams.
• Golfing activities are prohibited.
• Motorized vehicles prohibited except in parking areas.
• Vending activities are prohibited without Park Commission approval.
• Noble Woods Park: No bicycle riding; walking a bicycle is permitted.
• Jackson Bottom Wetlands Preserve: No dogs, bicycles, scooters, or motorized vehicles.
• Orenco Woods Nature Park: Bicycles and on-leash dogs are allowed on paved trails only.

Dogs Must:

• Display identification tags showing proof of current license and rabies vaccination.
• Demonstrate appropriate social interaction; dogs displaying aggressive behavior toward people or other dogs must be leashed and removed from the area immediately.

Handlers Must:

• Pick up and dispose of your dog's waste.
• Carry a leash for each dog in your care, and leash your dog when outside the off-leash area.
• Closely supervise young children. Children under 12 must be supervised by an adult.
• Accept legal responsibility for any damage or injury caused by your dog. City of Hillsboro and Washington County are not responsible for any damages or injuries.
• Remain in the off-leash area to supervise your dog, keeping him within view and under verbal control at all times.
• Remove pinch, choke, and spiked collars when playing off-leash to prevent injury.
• Do not bring a dog in heat to the off-leash area (a citable offense).
• Do not bring a puppy without a complete cycle of vaccinations to the off-leash area.
• Never leave your dog unattended. Abandoned dogs will be impounded.
• No food (including dog treats) or alcohol inside the area.
• Comply with all other park rules.
• Use of all tobacco products and vaping is prohibited on Parks & Recreation property.

Owners who see unattended dogs or other serious incidents such as dog biting should call Washington County Animal Services at 503-846-7041.

After hours, call the non-emergency police dispatch at 503-629-0111. Emergencies should be reported to 911.

Alcoholic beverages may be served at Glenn & Viola Walters Cultural Arts Center, River House, Hillsboro Community Senior Center, Civic Center Complex, Hidden Creek Community Center, Jackson Bottom Wetlands Preserve and Gordon Faber Recreation Complex only with proper review and approval. The following conditions apply:

• Third Party Events at Gordon Faber Recreation Complex and Civic Center Complex require separate negotiations and contracts.
• If you are serving alcohol and you either require payment or purchase, or accept donations of money (including a tip jar), please contact OLCC at 503-872-5198 for further information. 
• If you are serving alcohol and attendance is more than 50 people, general liability insurance and a licensed OLCC server are required (OLCC license must be shown to facility supervisor/manager at the start of the rental). If attendance is fewer than 50 people, then no insurance is needed and no licensed server is required.
• If you are serving alcohol and attendance is more than 50 people you will be required to maintain in full force and effect for the term of this agreement, at user’s expense, general liability to include bodily injury and property damage in the amount of $1,000,000 per occurrence and $2,000,000 aggregate. User shall provide certificate of insurance and additional insured policy endorsement to City prior to commencement of this agreement. Insurance should be endorsed to name the City as additional insured and include the following language on the endorsement; included as Additional Insured, City of Hillsboro, its elected and appointed officials, officers, employees and agents. User shall be financially responsible for all pertinent deductibles, self-insured retentions and/or self-insurance used to satisfy these requirements.
• Alcohol service must stop 60 minutes prior to the conclusion of the rental. Exceptions may be made for events at Civic Center Complex and Gordon Faber Recreation Complex.
• The service and consumption of alcoholic beverages is restricted to the approved rented areas of all City of Hillsboro facilities. All service and consumption must meet OLCC requirements.
• A facility supervisor or manager will be present at all functions where alcohol is served. The supervisor or manager has the authority to call police if he/she feels it is necessary. He/she has the right to check IDs of any participant and has the authority to end the event at any time.
• The Parks & Recreation Department is entitled to exercise its sole discretion in determining to deny the use of the facility to any group whose proposed activity is illegal or poses a significant threat of damage to the facility or to participants at the function. Any group that fails to establish responsible supervision for a proposed function will not be permitted.
• Violation of these rules or any laws or ordinances while using the facility will be grounds for cancellation of the remainder of your rental period without refund of rental fee. Forfeiture of your security deposit and any applicable cleaning fees, denial of future use of City facilities, or criminal charges may also result. Further, the City may take any other action that it deems necessary under the circumstances as a result of a violation of these rules or other laws and ordinances.

OLCC Information 

An OLCC Special Events License is required at all events where alcohol is available and you either require payment or purchase, or accept donations of money (including a tip jar), for

• Alcohol;
• Entry or admission
• Any other product or service.

Please call OLCC at 503-872-5198 to determine and/or confirm if you need an OLCC license. OLCC can take 10-30 days to process a license. The OLCC license must be visible in the area where alcoholic beverages are being served.

In general, no OLCC Special Events License is required when alcohol is available, but there is no payment or purchase required, and no donations of money are accepted for alcohol, for entry/admission, or for any other product or service.

Private events that typically do not require an OLCC Special Events License are wedding receptions, anniversary celebrations, birthday parties, bar mitzvahs, etc.

Metal detecting is allowed in Hillsboro parks, but the following rules must be observed:

• Remain respectful of others’ space and privacy at all times. Do not interfere with or disrupt other park users and/or activities. Metal detecting in designated playground areas is prohibited when children are present.
• Probing the ground is limited to the use of an ice pick or screwdriver-like tool with a maximum blade or shaft length of 6 inches, or a knife with a blade under 3 inches in width.
• Any area disturbed MUST be returned to its previous state and the ground surface carefully leveled and returned to its original condition as much as possible (leave no trace).
• The cutting of vegetation is prohibited as is the tampering with or moving any park equipment or fixture.
• Any item found of unusual value should be treated according to the “Rights and Duties of Finders and Owners” defined in Chapter 98 of the Oregon Revised Statutes. Such items found within Hillsboro parks should be reported to the Hillsboro Parks & Recreation Department (503-681-6120) so it can be returned to an owner who may have reported the item lost.
• If you find an item of potential historic or cultural significance, leave it where you found it and contact the Parks & Recreation Department.
• All federal and state antiquity laws must be observed.
• Any trash or debris generated by metal detecting activities must be removed from the park or properly disposed of in a garbage can within the park.
